Any time a chemical is applied to hair it will cause a certain amount of damage. You can lessen this damage by having hair properly conditioned going into the process. Go to the stylist you intend to have do the procedure get her/his recommendation and then follow those prior to and after the bleaching.
I strongly recommend you have the process done professionally and this includes any beauty school (cheaper) in your area. The beauty school students are monitored by licenced instructors and they will also 'fix' any problems associated.
Cost will vary from salon to salon; some have 'student' pricing if you fall into that category.
You can likely plan between 2 or 3 hours over a couple of sessions; black is very tricky to remove especially if it is a permanent dye you currently have.
One other thing, if you want to maintain your desired color you have to be willing to have periodic visits to adjust the new growth which can be costly for a student.
You didn't mention the natural color of your hair but maybe you should consider having your hair brought back (through dyes not bleach) to your natural color then having 'blonde or light brown' streaks applied to the intensity of those colors you want to achieve.

I'm a stylist, I'd suggest having it lightened gradually over time. It can be done, and it will cause some damage, but you can buy conditioner and get hot oil treatments from the salon to keep it to a minimum.
My hair was very very dark and I went back blonde...it takes a few visits to the hairdresser, though. At first, it will be a dirty strawberry blonde but by the second visit the dark will be completely out of there. It cost about me about 85 dollars and it didnt destroy my hair too bad because the hairdresser will condition it and use alot of good stuff on it.
i did, they turned it pink. took forever, dont remeber how much as it was a long time ago. my hair was really short also at the time.
