Do you hairdressers legally require qualifications?

Does a hairdresser legally have to have qualifications to work as a hairdresser? or can anyone just open a shop, call them selves a hair dresser and start selling cuts! Oh and if they do require qualification, who is the governing body?Do you hairdressers legally require qualifications?
Hairstylists in the US must be licensed cosmetologists to serve a clientele. Each state has their own licensing requirements, which consist of a certain amount of hours in training and passing of a practical and written test, or if already licensed in one state, license reciprocity or state educational requirement fulfillment. (Basically meaning, the state board can either recognize your state's license, or they can make you go back to school, regardless of your previous educational and work history.) Some states also require continuing education, and credits are given by attending certain hair shows and classes. The governing body would be The State Board of Cosmetology for whichever state the stylist chooses to work.
